The heat is great in the winter but a single pane skylite leaks heat and AC. Adding another plastic layer could help but if tightly sealed will usually form condensation. How about an outdoor holding tank to catch rainwater, you could fill with a hose when needed. Also think about solar heat for the same water, black holding tank or solar cover.
