Proper Gas Hot Water Heater Exhaust Venting

I was looking at the exhaust venting of this gas hot water heater and noticed that the top vent duct is open to the water heater exhaust duct. Should this be sealed up? If so, I was thinking with metal tape -- if so, what heat temp rating should be used? Recommendations? Thanks.
