I have a colman gas furnace dgaa070bdta and it has a fresh air switch on it.What is this for?

To bring in fresh air to mix with home return air. Some also have an attic ventilation motor with the system.

Do I keep the fresh air switch on in both winter and summer ? I do have cental air.

Yes, it stays on year round and depending on model, runs at designated times as designed.
