How to keep water out of "crock"/"riser"

I am wonder - is there anyway to keep water out of the riser/crock that comes out of the ground? I had a problem with ground water filling it up this past spring and would like it not to happen again so that my heat tape does not get wet. Any ideas? Thanks!
There's really no easy way to stop ground water from filling up the riser tube.
The 1-piece plastic-coated heat tapes tend to take water better than most. We've got some coming in for the upcoming cold season. Hopefully have stock in a week or two.
