Just wondering what might be causing a low level electrical shock (tingling in the fingers like pins & needles). This is happening when the cooler is running and you touch the water in the reservoir. (I know, you are probably thinking, "Why would you put your fingers in the water with the swamp cooler running?" ). There are no electrical wires in the water. Just wondering if this is normal or should I be concerned. This is a window mounted swamp cooler, does it need to have any grounding other what it gets from the electrical cord?
I would appreciate any assistance....

Hi,
If you're getting shocked, then something is energizing the water.
If no wires are in the water, look for a bare wire touching metal and thereby transferring/conducting the juice to the pan and water.
It IS dangerous and needs to be corrected.
