Ceiling Vent Question

Not sure if this is the right area for this question, but here it goes. For the last 6 months I have been hearing a low hum noise in my utility room. This reason it has bothered me is that it always seems to be running and never stops. My energy bill has skyrocketed over the past year I believe this hum is the root of the problem. I traced the noise to a VENT STACK on the roof. It doesnt seem to be connected to the furnace. So here are my questions. What is it? Why is it running all the time? and what can I do to remedy it? HELP!!!!!

Do you have a Coleman or Nordyne (Intertherm,Miller) furnace or another brand ?

Probably a VentilAire System and the Fan Motor is running continously due to a stuck Fan Switch.
