Water Accumulating Under Home

I have a manufactured home in MH community. TX law requires that plastic be installed underneath but nothing else. My issue is that I have rain water accumulating in spots underneath. I have skirting but it still gets in there. Should I remove the plastic so that the ground will soak it up or leave it sitting there on the plastic? I've had differing opinions and don't know who to believe. Thanks.
