metal border around base of siding

So I discovered I have a metal border that sits under the base of my siding right about where the top back for the skirting connects. I've found a few patches that are rusty. This is a 2000 mobile home. It looks like this metal is thin and stapled to the boards under the siding. Can this be repaired/replaced? Is it even necessary?

Okay so I figured out what this is.. It's the starter strip for the siding. It's unpainted metal and I'm guessing rusted over the years. Since I'm working on eliminating the moisture issues hopefully this will slow down and stop when I do the rust converter and repaint the frame this spring.

I was thinking it may have been a starter strip but hard to tell from the photo.
