Hitch jack

I'm making a cover for the hitch on our home.
I removed the two bolts for the hitch jack and it is loose but won't slide up or down but about a 1/2 inch.

Most likely some rust. You could try some sandpaper or spray it down with some WD40 and see it that helps.
