Floor insulation question.

Anywhere warm inside air meets colder outside air, you get moisture. Go with the vapor barrier underneath.
Tip your bartender.....
Bob Is on the mark. You want to protect the insulation in the under belly from moisture wicking through the ground. The only possible exception may be if the home is on a full concrete slab, even then I would use belly material.
