There is a product similar to liquid nails called PL300 Foamboard Adhesive. I used it for just this purpose and it has worked well. Should be able to find it at a local home improvement store.
Ha Ha Greg! PL products are great. The PL foamboard stuff is not low VOC though. It has a VOC content of 280GPL. To give that number some perspective, regular (original) Liquid Nails Heavy Duty is 480GPL and Liquid Nail Heavy Duty Low VOC is 70GPL, Liquid Nails also has a foam board adhesive which is low VOC at 35GPL.

The tube says not to apply it if the temp is below 10 or over 100, so I don't think temp is a big issue. I don't recall the fumes being too bad, but I was using it on a basement foundation, not in an enclosed crawlspace.
