Does anyone know if it would be cheaper to buy new windows or install glass in old windows. These are normal sized storm windows. Glass is broken and all that is left is metal frame parts/frame.

If you have the complete frame and it is not damaged, it would be cheaper to have the glass replaced by a glass shop. You would want to take the window frame to them to cut a lot of the costs. But in the long run, replacing all your windows with vinyl dual pane would be the best bet.

Betty, In the long run, NEW WINDOWS, but at around $200./ window to buy (not installed) we understand you may want to just replace the glass. Greg
