The previous owners kids put a few holes in the walls which are paneling.
Instead of tearing the old out can I put new panels on top of the old?
I know that the switches and outlets will have to pulled out a little.

you should be able to, or you could do an upgrade and go with sheetrock. It's a little more work, but helps do away with the "trailer" look.
