How do I replace belly fabric?

I need to repair some major tears in the road barrier/belly pan, then re-insulate. There are so many tears I think it all needs to be redone. Should I leave the existing fabric in place and just recover over it? I don't want to jack up the home to slip the fabric over the I-beams, was hoping to just run it up to the edge of the beams and tack it on with a 1x2 board or something. Any suggestions appreciated.

Hi & welcome. If there is just tears and not much missing it may be easier to buy some belly tape and repair it. If you do have to replace it you have to do it in sections, the I beams are attached to the floor joists. You could do a search, I know it has been discussed here before.
