If I'm hanging a non hardwired lamp how heavy can it be before I need to Anchor the hooks in the ceiling do I have to hang it into a joist? Do I need to Anchor it or can I just screw the hook in? It is a 1994 Mansion mobile homes slanted ceiling and shingles

Hard to answer for sure, but GENERALLY if you are just putting up a single bulb globe type light you can just use a plastic work box type. More than that you will want to secure to a joist/truss.
