Sill pan for external door?

I'll be needing to replace a rear door (as part of my rim joist repair). I've never replaced a door before. I have on-hand a new one that is pre-hung.

The original door's sill plate had a piece of wood running across underneath (I have this on the front door, and it's significantly broken down). Rather than copy what appears to be poor original construction I'd like to know how to do things properly. So...

Should I be looking to utilize a sill pan?

Any advice would be appreciated.

Much of this problem was due to a previous owner attaching a deck (and doing so w/o any flashing).

OK, despite there being a ton of folks espousing the wonders of sill pans, and lots of products out there, nobody seems to stock them, I suppose I will have to craft a solution.

Can anyone point me towrd a good reference for how to detail weather proofing the sorry sill?
