Vent covered by metal roof

We live in a mobile home and just found out the reason for the bad smells inside. The vent for the plumbing that should come out of the roof, seems to have been covered. Is this an easy job for a plumber?

If the home has had a roof over with new metal, it will require cutting holes for the vents and extending the vent pipes plus the vent boots. Not a real hard job, but could take some time.
