reflective roll insulation for roofing

So I was talking a walk in the park in live in, and I happened to notice what looked like reflective bubble wrap insulation was used as roofing on one unit. I took a few minutes to look as best I could and it sure looks like it to me, then walked a bit more and found another unit with the same stuff. Is this a thing? Is it a crazy as it looks or is this something that is done?

You sure they were not in the middle of doing a metal roof? Seems like that would not hold up at all to the rain and UV rays.

Are these new homes or used?
I have never seen this bubble sheet on a roof!
There are all kinds of wild claims on this bubble wrap/insulation that never come to fruition.
They cannot seem to produce a listing report verifying there claims as R-value or reflecting heat back away from the roof cavity.

This stuff is VERY popular down here in Texas. They claim that it has a very large R value. I doubt that.

It seems to me one good wind storm and that would be gone. Maybe a new covering for some kind of solar panels? Maybe knock on the door and ask about it.

Not UV resistant and after about one year or less will break down.
Plus as mentioned above will blow off.
