Floor Insulation Clarification

I need to replace some flooring and all the belly insulation in a 1982 skyline. I was looking through the floor repair section of the MOBILE HOME REPAIR MANUAL and noticed there is clear plastic sheeting keeping the insulation from extending into into the joist cavities.
I understand that the insulation should not fill the cavity, but is the plastic sheeting necessary on a redo? Is the 3.5" thick insulation still recommended for belly insulation?
