I normally use clear packaging tape for this type of repair because packaging tape is far more durable than run of the mill Scotch tape... Just saying

All the big box building supply stores have these shower rod covers. I use white when I do my renovation flips.
I have had them on all my closet rods in my own home for 30 years without ever having to replace one yet.
