Thermostat calls for heat, a small blower comes on in the unit, flame doesn't always ignite, and when it doesn't the little blower stays on. Sometimes it takes 15, 20 minutes until the flame finally comes on.

Oh yes, sometimes that blower does not shut off after cycle for abount 5 minutes.

Flame sensor or ignitor should do the trick. You might consider cleaning the sensor with a little steel wool.
