Eb15a elec furnace will only come on if jumpered at themostat

I am having an issue with blower not coming on unless it’s jumpered, I have replace sequencer, transformer and no luck, except to jumper the R/W wires at thermostat. When I jumper furnace works normal, when themostat calls for heat thermostat clicks, sequencer clicks but nothing happens, I think I may be missing something with the fan relay wires.
