I replaced the sequencer on this unit a while back. Last winter my unit worked fine but this winter I have had issues with the fan starting . It worked fine during the summer with the AC. I believe it is an issue with the low speed on the motor. It does work intermittently but sometimes won't start. I have reversed the high and low speed wires from the motor and so far , so good.

Is it possible that it's just a weak capacitor? I really don't want to sink much money in this unit because I hope to replace it soon.

Not likely a capacitor as that would affect all speeds. Most likley a burned or bad winding on the low speed of the motor. Replace the motor and install a new matching capacitor.
