From what I've read here I think I have a sequencer problem-but here goes.

When the thermo is set to heat-the fan runs but no heat is created, does that sound like the sequencer to you guys?

I had a tech come out Saturday and he "rigged it" to work-but now its not again. The vist cost me over a hundred bucks. Is a 621696 seqer a part he should have had on the truck?

Sequencers are common devices, but $100 for a tech to rig it with no promise to return with the correct fix? I would call him again and ask him to fix properly, if he wants to charge for another service call, you can kindly tell him No, he needs to finish what he started.
