Blower Questions E1EH1-015A

HVAC repairman replaced blower on unit ($375.00), but could not get it to work, so 2nd service man called in.2nd Repairman, said problems must be in control board, so he installed a fan contactor and set up the motor on high speed. Which is okay for cooling, but motor is supposed to run on low speed for heat (I think).
How would I change this motor over to low speed or is it okay on high?
Please no more repairmen as I now have over $1100.00, with the last 2.
The motor diagram shows Black and White wires for High Speed
Blue and White wiresfor Med speed
Red and White wires for Low speed
