I have an Intertherm T3QC-030k series that has been frosting up. Nothing too deep but it isn't going into defrost mode. I had the unit serviced this summer and the technician filled it up with refrigerant. I opened the shroud and looked at the board and can see the 30 60 and 90 pins on the board as well as the jumper on the black wire which is attached just above those three sets of pins. That black wire is on pins ABC TBT. Should it be on one of those sets of pins instead?

The black wire should be on either the 30, 60 or 90 pin. That is time between defrost cycles.
