DGAT blower goes off/on 7 times

About 2 min after cooling starts the fan relay goes off/on about 7 times then runs fine for the rest of the cycle. I have changed tstat/ wire/ board/ comp contactor. Have 26 v from xformer. If I disconnect yellow wire to contactor fan runs fine. :?:

I assumed that because the blower starts and runs for about 2 min and then will run for a long time after the on/off thing that the cap IS GOOD. The relay on the board goes off and on and again I assume the relay is turning the blower off and on. Also, this issue ONLY happens when the outside contactor is engaged. However, I will try the cap because I'm out off ideas. Thanks for your input. Just talking about the issue helps me try to understand it.
