3400A816 fan won't start

Coleman electric furnace, turned on heat and elements began to glow. Fan did not turn on even after 30 or 40 seconds, so I pulled disconnect. Sequencer was replaced about 2 years ago (it actually caught the wiring on fire when it failed). The last AC repair guy installed a Zettler 4 pole sequencer #ZC24A34-6. Fan runs normally if I turn it to on position.
