Not exactly freeze-free here- PNW.

Being on a slab would it really matter? I'm trying to get my head around all the possible dynamics: I can understand non-slab and non-pier installations being sensitive to freezing.

I'm guessing that if there's no supporting blocking underneath the home that is under any of that wall then no, it's not structural. Probably a little late to be of help to the OP, but... I get a LOT of rain, in the vicinity of 70"/year! If you take an area adjacent to your house that's equal to 1/2 of your roof area that adjacent area is getting TWICE the amount of water/rain fall as is coming straight down from the skies! ...

Hi, Greg!

No tracks, just pressure treated wood framing for attaching the T1-11 skirting. The sealer along the bottom has long since departed.

Haven't looked at this in quite a while. I seem to recall that they had attached the skirt frame to the home, which I thought wasn't correct?

OK... I was thinking you had to shoehorn your pan into the HWH closet.
