Vapour barrier goes on the warm side of the insulation (heated side) otherwise you end up with a sponge with no insulation value.
The belly material should breath allowing moisture to escape.

Even if itwas a rental unit the landlord would need to have been informed of the leak. If they were informed and took no action then they will be held liable.
Home owners on the other hand are fully responsible.

Since you would be replacing the entire hinge the number of screw holes on the existing hinge is not relevant.

You will likley need to measure the diameter of the pipe and see if it is a standard size. It should be a size that an adaptor will fit to change to standard if it is not already.

If seams are not taped you are guaranteed to get cracks. The purpose of the tape is to prevent cracks in plaster the same as the paper on the drywall prevents cracks.
