Yes that furnace is able to upgrade to add a/c. You will need to add an "A" coil and the condensing unit out side as well as a blower upgrade.

Hi, It sounds to me like its the thermostat. The easiest way to check that is to try and jump the a/c at the control board in the furnace and see if it comes on. If it does then i would start with a new stat.
