Usually, if the city comes by, they will force you neighbors to clean up their yard. Dogs could be reported to animal control, for excessive noise. I put on the hubby's chest waders and went to measure the water level out back of me. A couple of houses along Skeena st where lost to the river. We just got our evacuation notice in the park here. Hand delivered with police escorts. The Police have been coming though here steady checking the creek at the end.
