This is a new house, and there's never been gas installed. Our owner's information mentions a passive whole house ventilation system, which I'm assuming is refering to this outside air duct. I don't see a need to heat/condition outside air, am I wrong? Yes, this furnace is in use too.

Outside air vent.

Would it be a bad idea to block off the outside air duct that connects to our furnace? We're all electric.

Insulating will be you're only option. How you want to insulate will be the real question, ie fiberglass, cellulose, scrap carpet padding, styrofoam beads? How much tearing up of the walls you want to do will help you decide.

Be carefull how thick of material you use, because it will put undue stress on your HVAC system the more vents you do.

We used some vent inserts to help balance our system like these:
