Welcome to the group! A free MH is the way to go! I am not sure how a 1964 was built but with DIY skills anyone can redo a MH as you load bearing walls are your outside walls you can make the inside any way you want. I would just replace the particle board with a good exterior plywood,you might have to replace some joist to get a level floor. We added blocking to help strengthen ours too. Both are not hard repairs or expensive. Adding the cement to the floor may cause more problems than solve.

When we painted our mobile home we were advised to replace all of the rusted screws--we did but wow took some time and muscle but we got a really nice job and it lasted. We used Benjamin Moore paint no need to prime with it but did take 2 coats, a semi gloss. I still see our old MH and the paint job...
