You can check at Lowes for some Brush on paint that might Stop the rust. In Aresol cans they have Rustoleum spray paint.
Like they said, it is normal for the beams to have rust on them. If you have a kid in the neighborhood that wants to make some extra money, let him crawl under there and get dirty.

We had a 120 volt tankless heater at work in the restroom. It worked fine for small sinks just washing your hands. I don't know how it would be for washing dishes. Most hardware stores have mechanical drain cleaner tools for under $20. Just wear some gloves and run the wire thingy down in there.

If you can locate the sewer lines and septic tank,
then go out and remove bushes and little trees around it. Also keep people from driving over the lines and septic tank.
Now is a good time of year to clear brush. It ain't as thick now and all the bugs and snakes are asleep.

Adding one thing to dust topic... Make sure your dryer vent, vents outdoors and NOT under the house. Check to make sure the clamps on the hose thingy are snug and dryer exhaust hose has not jiggled crooked. Here is a post about dryer vents

When I worked at the carpet store, we had many customers with similar issues of allergies. The least expensive flooring fix is to get vinyl flooring. I live in the country and have dogs in the house and me and nephew work on cars. Getting rid of the carpet will clear up much of the dust in a few day...
