Home Depo has special paint for redoing cabinets (about $60/gal) and is definatly worth the money.
It has all the directions to do the job.
Sand, prime, paint.

Skimming the wall is a huge job, not for the amature seeking a quality job, and probably not worth the effort.
If you do decide to skim coat get a quote from a profesional before you try it yourself. It is fine to try and do it yourself but the results may be worse than what you already have.

Buy a standard vent from any of the home building stores and modify it to fit the opening. They have them for stove vents, dryers, furnaces etc. Just get one big enough to cover the existing opening and don't worry about the shape. I would cut down the trees and sell them to a saw mill. Regardless of the noise issue they are too close to the house and should be removed.

If you use the fish to pull a small rope from point to point (register to register) through the system it will be far easier to pull the vacuum through the ducts rather than push it.

I would go with gas, especially in your location, simply for the convenience. Wood is hard work and dirty. A quality constructive adhesive is the key to sistering joists. In reality when the glue is dry the screws could be removed as they no longer serve any purpose.

If you want to make the PVC joints watertight (PVC to PVC) go to the plumbing department and pick up some PVC plumbing cement. Just make sure you don't get it on any exposed surfaces.
