You're best off putting up new belly wrap as well as new insulation. That wrap helps keep the heat in and drafts out.

You can try but more often than not the valve, being quite restrictive, continues to plug up. Just posted a procedure about replacing that drain valve with a full flow ball valve on the other W/H thread. It will make flushing/draining the water heater easier.

Replace the original drain valve with a full flow ball valve. Plumb that down and out so you can flush the water heater with a quick turn of the valve. Easy to do once a month for a few minutes, it will keep the build up to a minimum.

For a replumb straight sections of pex are easier to use. You can get away from the pressure drop by running 3/4" to your farthest appliance that requires plumbing then tee off it along it's length with 1/2".
