Vents do cause problems in the colder northern regions but it isn't the vents that are the problem it's the fact that home owners fail to add insulation to their vent openings in the winter.
Mine are designed to easily be removed allowing access to add insulation in the fall.

It's a major monstrosity to be considering hauling around as a RV but once fixed up could possibly make for a good hunting camp.
Not something neighbors would want to see parked next door that's for sure.

Get rid of them, do not replace.
When I reno I always remove skylights. A large hole in your roof is never a good idea and will eventually leak.

The water is now collecting inside the wall looking for another location to enter your home. Eventually it will cause mold issues and rot your wall studs and base plate. Find where the water is entering the wall and fix it asap.

Where we are with extreamly cold winters we do not have frost heave issues if the skirting is properly insulated. With skirting insulation in place and the home properly heated the ground under the home never freezes therefor no frost issues.

I view the task you are undertaking like running a board through a table saw with your eyes closed. If you know what you are doing it will probably go fine but even if it goes horribly wrong what you have remaining will eventually heal.

This link gives a bit of a break down on carpet/underlay R values. Negligible numbers especially on older carpets where the underlay is disintegrated.

Although carpet and underlay do have some insulation value, the majority being attributed to the underlay, based on its age the R value is probably less than 1.
