You don't say whether it is a double wide or single wide home, also assuming a split system ac. Could be a crossover over duct had either fallen off or been torn up by critters. Pull some skirting when the fan is running, if you getting "real" good air flow at the opening this could be you...

Some of the older homes have a 3/4" cold feeding into a 1/2" manifold or series of 1/2" tees feeding the cold faucets throughout the home. I suspect construction debris caught at the inlet side of that manifold. You could cut the 3/4" line below that and hope whatever it is just ...

Check for low voltage, 24v ac, at the control valve. If voltage is there you may have a bad control. No voltage, could have a bad limit someplace. Best to have it checked out by a service company.

Even if you get it out of it's alcove you won't have room to work around it. Those are usually set in place then the walls are built around them. Along with my other response: Pex tubing being used for a main supply. Most towns near me require 3/4" copper tubing for a main water supply. Heat tape is also slightly overlapping itself. Most tapes of that nature require they not overlap or touch a previous wrap. Probably not a good idea not ...

Heat tape wrapped too close together.
No insulation on line over heat tape.
Line lying on ground/unsupported.
No cover on vault/riser.
Hard to tell from pic but that may be a thermostat wrapped under heat tape. (lower right in pic)
