Well, it's not exactly cheap unless you find a good source, but... I have used sheets of Hardi Siding cut in half. Mounted to the bottom strip of the house on top and dug into the ground at the bottom. VERY heavy duty, weather resistant and even looks pretty good. I absolutely HATE vinyl skirting.

This post may sound odd, and I haven't tried it, but a friend told me about a method: Get a 5 gallon bucket and add about 4-5 inches of water. attach a flexible stick to the edge of the bucket facing inward and attach a lemon drop to the end of that. Handy tip - cut Hardibacker (cement board) with a straight edge and a SCORING KNIFE. Score it - 1 or both sides and gently bend it back and forth and snap it - works like a charm. If it has to be perfect cut it about 1/4" long and a quick sanding with a block will square it up nicely. Cutting t...
