If the government subsidizes a company to employ that man to move the water from the deep end to the shallow end, assuming someone is willing to pay to have the work done, you then have a economic stimulus package.

Best thing to do would be to have a local real estate agent take a look and give you some comps for the area.
Ask around in the area to locate a home inspector to take a look at it if you are not familiar with home repair.

Laminate has a extremely hard and smooth surface which is why it stands up so well under normal use. Vinyl on the other hand is a softer rougher surface with some give to it which is why it is less slippery.
It would be similar to the difference between your finger nail and the adjacent skin.
