Several things can make the outside unit not work. Verify power to the unit. The contctor may be energized which could be the humming in the unit. If 220v is there I would look at the capacitor. I replace many of those every year. Unit won't run if the cap is trashed. most likely your problem.

Check the duct connections going from one half of the home to the other. Might be losing heat there. Also consider Nordyne's M7 furnace. Rated at 95+ efficiency it's a pretty good unit. Entirely possible, we do it several times a year. They are telescopic and each one covers a range of roof heights. You will need the measurement from the top of the furnace to the roof line where it exits the home.

First off is your roof peaked, curved or flat? If you have a peaked style metal roof I wouldn't be too concerned about it. Mostly you are just protecting the metal from rusting. With the humidity level you have I would consider either a 2.5 or 2 ton unit. 3 ton would cool the home well but won't run long enough to remove humidity. You will reach your target temperature too quickly with the 3 ton and not reduce the humidity very much. I would probably consider a 2 ton conden...

You say no critters can get under the home. Is this a single wide or double? Are there any flex ducts underneath? The smell should not be able to get in the house from the outside unit unless there is ducting running from it to the home.

How warm/hot was it in the house when this happened? I could be wrong but there may be a setting in the board that will turn the blower on if a limit switch cuts off. Those vented caps can fail. Get a new one, screw it in and you should be all good. They are about $7.

The flame should be mostly blue with orange tips. It should be blue as it wraps around the target/deflector then where it rolls up the blue will have orange tips. You can check to see if he converted the valve properly to LP gas. Directions for the conversion should be plainly posted on the furnace.

If underneath the furnace it could be a crack in a plastic pan or a rusted away steel pan. Seen them both but the excess condensate usually ends up in the ductwork. However if you have fiberglass ducts then it will pool in the belly of the home.

Could be a small leak some place. Look all over the underside of your home for puddling in the belly wrap.

The encapsulated is not a vapor barrier but the belly wrap is and that is why you have to install new belly wrap.
