Water hookup responsibility question.

My neighbor has a water leak at the shutoff valve underground. The trailer park management is telling him that he is responsible for the repairs. I'm ignorant of the law, but suspect that the trailer park management is wrong. I thought that it wasn't a renter's responsibility until after the shutoff...

When/if you replace your water heater be sure to get a pan (specifically made for this purpose) to set your tank into. We also sell in our online parts store water/moisture detectors, you set it near your tank or other incoming water areas and it will sound an alarm when moisture is present Thanks....
