Is it possible that his well pump is short cycling? I had that happen a few months ago. Basically the bladder inside the pressure tank had ruptured, and filled the whole tank with water. yes .. just a work light i was using to check for leaks. I ended up with an electrical outlet inside the cabinet to the left of the sink, so I may end up putting some lights in there in the future.

was it silicon caulk? You can try rubbing the caulk (that sounds dirty!) with denatured alcohol and see if that helps:

Aside from removing and recaulking, maybe just put a paintable caulk over the non-paintable stuff?
