First thing I would do would be to cover the roof with some tarps or thick plastic to prevent anymore damage from any more water. That would be the air gap for the dishwasher. It allows the drain hose for the dishwasher to vent to prevent siphoning or back flow into the dishwasher when it drains so more water will drain. Just my opinion but motion sensor lights are like car alarms. They go off so much no one even pays attention. A heat tape is the cord that wraps around your main water pipe coming into your home. It should be covered with insulation and possibly plastic but have an electrical plug sticking out that plugs into an outlet underneath the home. This is what keeps the pipe from freezing.

Of course covering the hole somehow would be preferred. Even if it doesn't block it all the way keeping as much wind and cold out is the key. If not then there really isn't much you can do. About the only idea I can think of (and I am no plumber) is that it might not be the hot but rather the cold faucet.
