I don't understand why the water heater would go out by removing it from the room. This is a good chance to drain your tank, flush it out good and add a new anode. Your tank should still be good. I have a propane fireplace in my mobile home. It currently uses a 100lb tank sitting outside with a valve for refilling from a truck. They also sell that plastic do-it-yourself gutter stuff at hardware stores. Seems easy enough to install and you don't require a professional to form a 1-piece aluminum gutter from a roll of shet metal. I'd look into that. If you want the quick solution you can splice a new piece of cable off the current switch and run it to your new location a few feet over. Then where the old switch was cover the box with connections with a blank plate. You can run the cable to the side by cutting out your panelling to drill through...

Usually they put the left side with lights all together, and the right side all together. The reason the kitchen works is because those are all required to be dedicated circuits. If you lost power to all your circuits it could be a faulty breaker. Just cause it's turned on doesn't mean it's good. Or...
