When the weather gets hot or cold... the carpet squares will shrink or expand. This causes a TRIP HAZARD.
If you want carpet, Get good medium quality padding and an in-expensive carpet. Good Pad will make a cheap rug last longer.

In Arkansas the requirement is for the bottom of the Frame to be ONE FOOT off the ground. If you lower the home it will have to be re-leveled during the process. Floating floors do that, they float.
To glue down vinyl use a smooth board over the particle board. It is like plywood but only 1/4 thick.

If you wire brush you need to prime right away. If it sets overnight the rust will magically re-appear. Dont use oily rags to wipe the dust off. I like to use 70 percent Isopropyl alcohol because it evaporates and dont leave a residue. If you ever use the Stop Rust Stuff in the posts mentioned above...

Get a dog? But seriously, Alarm Companies are usually bonded. In Arkansas they must have a licence from the state, which means they have undergone background checks and the company has insurance for any work they do.

You can usually look at the State website and see who Does have a license.
