Thanks for such a quick answer. It's dark here, so I'm going to have to follow those lines later. The other one (that already has a shut off) has a tee joint on it right beneath the flooring. The one the water is still coming out of is just straight up and down. I'm going to end up adding a shut off...

So recently I figured out that my electric water heater is leaking. It's corroded around the access panels and, since that can't be fixed (I assume), it's going to have to be replaced. Thanks for the suggestion, I was able to get the drain unclogged and it turns out the leak is coming from the water heater. Now I just have to figure out how to turn off the water supply.
