Thanks for all of the feedback and advice, after a lot of mulling it over we're just going to get another electric tank this weekend. I'll be so happy to be able to run the dishwasher again

After a personal inspection, I don't really see standing water, but it does look muddy in places. There is a nice blanket of leaves covering the area, and I'm wondering, could these be acting as a mulch, keeping the water in the ground?
