When levelling a mobile home, it seems there would be an allowance in the movement of sewer pipes. Just how does one know when one is at the limit of moving those pipes when levelling?

Assuming that the manufacturer built the home to code, which is usually a safe bet, leveling a home should only correct changes in the slope of the drain lines. To physically check, place a 2 ft level on the pipe and there should be at least 1/2" gap between level and the pipe, or 1/4" per foot.
